Pennsylvania Ambulance Thief Gets 25 Year Prison Sentence

BRISTOL TOWNSHIP, Pa. (BCDAO) – A 31-year-old man was sentenced to 10 ½ years to 25 years in a state prison for five criminal matters that included stealing an ambulance from Lower Bucks Hospital, biting and spitting on Bristol Township police officers during a 2021 arrest, assaulting a corrections officer and thefts committed at two Falls Township businesses.

Cody Dylan Lynn-Phipps, with no known address, pleaded guilty in November to several counts of aggravated assault, resisting arrest, unauthorized use of a motor vehicle, escape, burglary, theft, receiving stolen property, disorderly conduct, criminal mischief, and public drunkenness for the crime spree that began September 2021 and March 2022. On Wednesday, May 10, 2023, he appeared before Common Pleas Judge Gary B. Gilman, who sentenced him to a total of 10 ½ to 25 years in prison followed by 19 years of probation. Additionally, Gilman ordered Lynn-Phipps to undergo a drug and alcohol assessment, a mental health evaluation, anger management courses and have no contact with the victims. He was also ordered to pay restitution for damage caused during his crimes.

The ambulance theft happened on March 1, 2022, after Bristol Township Police took Lynn-Phipps into custody on warrants from Bucks County Probation. While waiting for the sheriffs to arrive, Lynn-Phipps became unresponsive and convulsive, so police used Narcan to treat him and called for Penndel-Middletown Emergency Squad who took him to Lower Bucks Hospital for additional evaluation.

When they arrived at the hospital, Lynn-Phipps unstrapped himself and took the running ambulance. It was located about an hour and a half later in the Croydon section of Bristol Township. Multiple police agencies, including a Philadelphia police helicopter, assisted in finding the missing ambulance.

Two days later, Lynn-Phipps was arrested after being found unconscious from an overdose in a car that had been reported stolen from Peruzzi Nissan in Falls Township. He was also found wearing clothing from another Falls Township business that had been burglarized on March 3, 2022. In addition to the shirt, Lynn-Phipps also took $350 from Cooper Electric.

In addition to those crimes, Lynn-Phipps was sentenced for assaulting a Bucks County Correctional Facility officer on March 9, 2022, and for biting and spitting on Bristol Township police officers and a Truman High School security guard during an arrest on September 14, 2021.
