VOLUSIA COUNTY, Fla. – A drug trafficking ring run by a former state correctional officer living in Volusia County has been dismantled following a long-term investigation that resulted in her arrest, along with the arrests of her supplier and several other members of her organization.

In March 2021, the Volusia Bureau of Investigation (VBI) along with the Federal Bureau of Investigation (FBI), began a multi-jurisdictional investigation into a drug trafficking organization led by ex-Florida Department of Corrections Prison Guard Christina Guess and supplied by Reshard Campbell, who were responsible for distributing kilogram amounts of methamphetamine in Volusia County and Lake County on a monthly basis. It’s believed the organization trafficked up to 24 pounds of uncut methamphetamine over a one-year period.

Identified members of the organization had been arrested for numerous crimes including narcotics violations, firearms/weapons violations and violent crimes against persons. Guess served about one year in state prison from 2019 to 2020 on a previous conviction for drug trafficking in Volusia County.

One of the defendants arrested in the operation, Andrea Dunmire, is the subject of an ongoing investigation into the December 2021 death of an infant who died as a result of methamphetamine toxicity, VSO Chief Deputy Brian Henderson told reporters at a Tuesday morning news conference alongside members of the FBI and DeLand, Ormond Beach and Ocala police departments.

“We know that there are many other organizations just like this, and/or larger, and we know a lot of who they are,” Henderson said. “The men and women on our task force as a team, this is their mission. This is their passion. They love doing this type of work, and I assure you that if you’re out there trafficking drugs in our communities, it’s only a matter of time before we’re kicking in your front door, and you’re going to jail.”

Through months of surveillance, search warrants, intelligence gathering and a Title III Oral Intercept, VBI agents were able to infiltrate and dismantle the Christina Guess drug trafficking organization and recover about 1.4 pounds of methamphetamine, 348 grams of cocaine and 11 Hydrocodone pills.

Recently, with the coordination and assistance of UDEST (Unified Drug Enforcement Strike Team – North Florida HIDTA Initiative) comprised of members of the Marion County SO / Ocala PD and the assistance of Ocala PD SWAT, a search warrant was executed at 405 NE 27th Ave., Apt A, in Ocala, where the methamphetamine source of supply resides.

Simultaneous to the search warrant being executed in Ocala, VBI agents also executed a search warrant at the residence of Christina Guess at 223 S. Salisbury Ave., Deland.

This investigation was a joint effort led by the VBI along with the FBI and the Attorney General’s Office of Statewide Prosecution.

Attorney General Ashley Moody said: “This operation is responsible for distributing pounds of methamphetamine and other deadly substances throughout Volusia and Lake counties on a monthly basis. I am thankful for the joint investigative efforts to dismantle this dangerous drug trafficking ring, and now my Statewide Prosecutors will ensure they pay for their crimes.”

Added Sheriff Mike Chitwood: “Thanks to a ton of hard work over the course of more than a year, today we have one less drug trafficking organization destroying lives in Volusia County and all over Central Florida. I want to thank all our partners for teaming up with us on this case and every other case we’re investigating – because our work is never done.”

The VBI is a Central Florida High Intensity Drug Trafficking Area (HIDTA) initiative that investigates drug trafficking organizations. VBI is comprised of members from the Volusia Sheriff’s Office, DeLand Police Department, New Smyrna Beach Police Department, Edgewater Police Department and the Ormond Beach Police Department as well as Homeland Security Investigations (HSI), the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Detectives from the West Volusia Narcotics Task Force also assisted throughout the investigation. The West Volusia Narcotics Task Force is a street level drug task force comprised of members from the Volusia Sheriff’s Office and DeLand Police Department.

  • Andrea Dunmire, who was mentioned in the “Operation Guess Who” news release above, accepted a plea deal Wednesday, July 20, in a separate VSO case not related to the death of her infant or her latest trafficking arrest.

    The charges she pleaded to are possession of methamphetamine, trafficking in methamphetamine over 14 grams, trafficking in methamphetamine over 28 grams, delivery of methamphetamine within 1,000 feet of a school, unlawful use of a two-way communication device, and possession of a structure to manufacture or sell methamphetamine. Her sentence is 8 years, 9 months in state prison.

 

  • In another case involving distribution of meth, this week detectives with the East Volusia Narcotics Task Force along with VBI and SWAT executed search warrants at two locations. These search warrants were the result of an investigation that started in January with a series of overdoses and overdose deaths in the southeast Volusia areas of Oak Hill and Edgewater.

    During this investigation, Joshua Hancock (DOB 8/16/1978) was identified as the primary source of supply of heroin, fentanyl and methamphetamine in the area. Detectives were able to conduct several controlled purchases of heroin, fentanyl and meth from Hancock, and also identify his supplier, James Reed Jr. of Daytona Beach.

    The search warrants at 612 Willamsburg Drive, Daytona Beach, and at the All-Suites Motel, 335 N. Ridgewood Ave., Room #111, Edgewater, resulted in the seizure of 514.4 grams of heroin/fentanyl, 1,003.3 grams of methamphetamine, $30,520 cash, and drug paraphernalia. Photos are available here.

    Charges are pending against Hancock and Reed, and two others were also arrested on drug-related charges.

Elk Grove, California — On May 16, 2022, the Elk Grove Police Department received a call from an individual who had been attacked by a German Shepherd dog (Zeus). The report stated that the victim was out for his daily lunch break walk around his residential neighborhood. The victim was on the public sidewalk when a dog exited a vehicle parked in a driveway approximately 10 feet away, charged the victim, biting him on the back of his right leg. When the victim tried to move away, the dog bit the victim again on the other leg.

As a result of this attack, on May 25, 2022, the City designated the dog as dangerous, as provided for by state law and the Elk Grove Municipal Code. The dog’s owner exercised her right to administratively appeal that designation, and, following a hearing on that appeal, the administrative hearing officer upheld the City’s dangerous animal designation. During the final inspection on July 15, 2022, the dog’s owner was un able to demonstrate full compliance with the dangerous animal regulations. She did not demonstrate that she owned a muzzle or short control leash for the dog, that the dangerous animal was enrolled in obedience training, or that she carried the required public liability insurance to protect the public from any harm caused by her dangerous animal.

As a result, the City was authorized by law to impound the dangerous animal. The owner brought the dangerous animal onto the public sidewalk, and, unable to control her dog, the dangerous animal attacked and bit a Police Officer who was standing peaceably by, in the street. The force of the dog’s bite tore through the Police Officer’s uniform pants, and wounded the Officer’s leg, drawing blood. Following the administrative decision and order which authorized the humane euthanasia of the dangerous animal, the City provided the dog’s owner with notice of the intended date for euthanasia to allow the owner time to seek a stay or other interim judicial relief of the administrative order. Represented by an attorney, the dog’s owner filed a lawsuit against the City with a request to the Sacramento County Superior Court to stay the administrative decision and order, and the humane euthanasia of the dangerous animal.

The Court denied the owner’s request for a stay. Through her attorney, the dog owner filed a separate court action attempting to appeal the administrative decisions. That appeal was dismissed by the Sacramento County Superior Court. Through her attorney, the owner has now filed an additional and separate federal lawsuit against the City, which case remains pending. In a court order issued in the federal case the afternoon of September 22, 2022, the judge stated that he had reservations about the merits of the dog owner’s case; however, in order to maintain the status quo until the City has an opportunity to respond in writing to the Plaintiff’s claims, the court issued a temporary restraining order staying the euthanasia of the dog until September 28, 2022.

Fake Uber driver charged in several rapes, sexual assaults in Boston held without bail

BOSTON – A man who targeted women outside college dorms and downtown bars by impersonating an Uber driver was ordered held without bail today pending a dangerousness hearing on rape and indecent assault and battery charges stemming from 2017 assaults, District Attorney Kevin Hayden announced.

William Mancortes, 43, of Hyde Park was charged in Boston Municipal Court Central with two counts of rape and one count of indecent assault and battery. Judge Richard Sinnott ordered Mancortes held without bail pending a September 29 dangerousness hearing.

Assistant District Attorney Daniel Nucci said that on three occasions in January. April and May of 2017, Mancortes, pretending to be an Uber driver, picked up intoxicated women outside of college dorms and downtown Boston bars. Mancortes raped two of the women and indecently assaulted the third.

Each of the victims in the three charged cases completed a Sexual Assault Evidence Collection Kit (SAECK). While the perpetrator’s DNA samples from the kits matched, the samples could not be connected to Polanco until this year, when his profile was added to the DNA database.

“These were calculated assaults targeting vulnerable young women who had every reason to believe they were entering a safe vehicle that would deliver them home. Instead they were victimized by a person who preyed on their trust and vulnerability,” Hayden said.
