COURT DOCS: Missouri HS Teacher Charged With Statutory Rape of Her Student, Victim’s Father Covered Up Relationship

A teacher wanted in Missouri for child sex crimes, Hailey Nichelle Clifton-Carmack, was apprehended last week in Garden Ridge, police said.

In a Facebook post, Garden Ridge police announced the arrest of Clifton-Carmack on Friday based on warrants related to charges of sexual contact with a student, second-degree statutory rape, fourth-degree child molestation, and endangering the welfare of a child. She has been booked into the Comal County Jail and is awaiting extradition to Missouri.

Clifton-Carmack is identified as a math teacher at Laquey High School in Laquey, Missouri. Court documents cited by ABC 17 News in Columbia revealed that a witness reported a sexual relationship between a student and the teacher to a school resource officer. The student, displaying photographs of scratches, and a recorded phone call with Clifton-Carmack were presented as evidence.

Further investigation, including the discovery of messages describing the relationship between the student and Clifton-Carmack, led to the issuance of an arrest warrant. Laquey R5 School District Superintendent Kent Stoumbaugh confirmed that Clifton-Carmack had not been in the district since December 8. Police received a tip in December that she had left Missouri for Texas.

Garden Ridge police, acting on information, located Clifton-Carmack at a residence in their jurisdiction on Friday.

Additionally, the student’s father faces charges of first-degree child endangerment for allegedly permitting his child to engage in a relationship with Clifton-Carmack, as reported by KRCG in Jefferson City, Missouri.

According to KRCG, the dad said he ‘knew Clifton-Carmack and his 16-year-old son were in a sexual relationship and used students as lookouts while they had sex during school.’

The school district released this statement: “We have been made aware of criminal charges being filed against an employee for alleged misconduct. We understand that charges are not the same as a conviction and the employee is to be considered innocent until proven guilty. We must stress, however, that the alleged misconduct is inexcusable and does not meet the professional standards for district employees. The district took immediate action once we were aware of this situation. An investigation is ongoing. The employee has not been in the district since December 8, 2023, and we do not anticipate her return. We strive to ensure that every individual is treated with respect, kindness and fairness, so that all feel safe, secure and welcomed in our schools.”
