Bodycam footage shows a Hagerstown, Maryland police officer pepper spraying a then 15-year-old girl who was handcuffed in the back of a police vehicle on September 18, 2016. The girl allegedly hit a moving vehicle with her bicycle, prompting a traffic accident investigation. Police say she was not cooperating and began to walk away before officers restrained her. When attempting to put her in the back of a police cruiser an officer pepper-sprayed her after she wouldn’t move her legs to allow the door to close. The girl was charged with disorderly conduct, two counts of second-degree assault, possession of marijuana and failure to obey a traffic device, police said.
